| A key legislation contained in the Healthcare Reform is the creation of Statewide Health Exchanges by 2014. These exchanges will allow residents of the State to obtain Health coverage. In order to comply with this timeframe and mandate, States are initiating work on developing a strategy to implement such Exchanges. One of the first States to embark on this effort is the State of Washington. Cambria Solutions Inc. was selected by Washington's HCA to conduct an Information Technology Infrastructure Review and Assessment for the Washington State Health Exchange Project. Cambria is conducting an end to end IT Infrastructure review and assessment and developing a Systems Architecture that will be needed to support the eventual implementation of Washington’s Health Exchange (as mandated by the Health Care Reform). |

| Cal eConnect (CeC): Procurement Consulting Services |

Cal eConnect, as a newly-appointed governing entity for the State of California, will set the statewide standard for the exchange of digital health information across 400 hospitals, and over 60,000 active physicians. Cambria’s role as the procurement consultant is to craft core technical and functional requirements in the form of a solicitation for a technical vendor to implement a statewide registry as well as translation and transformation services for Health Information Exchange (HIE) for both public and private sector entities. By providing this registry, Cal eConnect will help to ensure patients have safe, secure access to their personal health information and the ability to share that information with others involved in their care, improve health care outcomes and reduce costs, and improve public and population health through stronger public health.

| State of California, Department of Health Care Services: California Medicaid Management Information System (CA-MMIS) |

Medi-Cal is California's Medicaid program covering over 6 million beneficiaries. This is a public health insurance program which provides needed health care services for low-income individuals including families with children, seniors, persons with disabilities, foster care, pregnant women, and low income people with specific diseases such as tuberculosis, breast cancer or HIV/AIDS. As in most states, the Medicaid Management Information System (MMIS) is outsourced.
After a two-year procurement, Affiliated Computer Services (ACS) was selected by the State Department of Health Services (DHCS) to take over and replace California’s legacy Claims Processing System for MediCal clients (CA-MMIS). Based upon Cambria’s experience with large-scale system takeovers and implementations, as well as our local presence, we were selected, along with IBM and CGI, to be part of ACS’ Medi-Cal Business Partnership (MBP).

Cal eConnect (CeC):
Lab Assessment Project |

In California there are approximately 20,000 CLIA certified labs, and while two lab companies represent a large segment of the market, the remaining labs are either part of existing healthcare systems or smaller independent labs that generally serve smaller targeted regions. These remaining labs provide the majority of laboratory services for providers in some regions and the ability to successfully interface EHR systems with these labs will be a critical component in supporting providers' efforts to meet meaningful use.
Cal eConnect, as a newly-appointed governing entity for the State of California, will set the statewide standard for the exchange of digital health information across 400 hospitals, and over 60,000 active physicians. Under Meaningful Use criteria for Electronic Health Record adoption, more than 40 percent of all clinical lab tests results ordered by an eligible provider (EP) or by an authorized provider are to be incorporated in certified EHR technology as structured data. Under the direction of Cal eConnect and the Lab Services Task Group, Cambria’s role is to perform an environmental scan, provide recommendations validated with stakeholder input, and produce a roadmap to successfully encourage ELINCS as California’s gold-standard specification for electronic delivery of laboratory test results.
